BRICS
"Un groupe intergouvernemental informel des principales économies émergentes"
À propos
BRICS is an intergovernmental grouping of eleven major emerging economies: Brazil, Russia, India, China, South Africa, Saudi Arabia, Egypt, the United Arab Emirates, Ethiopia, and Iran. It originated as an economic concept before evolving into a diplomatic platform for coordinating policies and challenging Western-dominated global governance. After its 2024 expansion, BRICS now represents more than a quarter of the global economy and almost half the world's population.
The group operates without a formal charter, permanent secretariat, or dedicated budget. Its activities rely entirely on the political will of member states. Annual summits rotate among members, with the host country chairing that year's proceedings. BRICS has established several institutional mechanisms, including the New Development Bank and the Contingent Reserve Arrangement, to provide alternative financial tools for developing nations.
BRICS functions as a forum for discussing trade, finance, climate policy, digital governance, and geopolitical issues from a Global South perspective. It has become a symbol of multipolarity and a counterweight to the G7 and Western-led institutions like the IMF and World Bank. The group's growing appeal is evident in the number of countries seeking membership or partner status.
Mission
Histoire
The term BRIC first appeared in a 2001 Goldman Sachs paper by economist Jim O'Neill, who argued that the growth of Brazil, Russia, India, and China would challenge the dominance of the G7 economies. But the geopolitical seeds were planted earlier, in 1998, when Russian foreign minister Yevgeny Primakov proposed a strategic triangle between Russia, India, and China. The concept moved from paper to practice on September 23, 2006, when the foreign ministers of those four countries met on the sidelines of the UN General Assembly in New York.
Russia hosted the first formal BRIC summit in 2009, driven by President Vladimir Putin's desire to create a platform independent of Western influence. Two years later, at the third summit, China invited South Africa to join, and the group became BRICS. The 2014 summit in Brazil saw the creation of two landmark institutions: the New Development Bank and the Contingent Reserve Arrangement, both designed to offer financial alternatives to the IMF and World Bank.
The biggest transformation came in 2024, when BRICS expanded to include Saudi Arabia, Egypt, the United Arab Emirates, Ethiopia, and Iran. This enlargement doubled the group's membership and significantly increased its global weight. The expansion also brought internal challenges, as members hold divergent views on conflicts like the wars in Gaza and Ukraine and on the competition between China and the West.
