Just a moment ago, Penguin was still acting like the King of Gotham. The next moment, he was strapped into an electric chair by Hugo Strange. Using repeated electroshock treatments, Strange pushed Penguin's mind to the point where he could no longer tell reality from illusion. After one round of treatment, Strange decided to test the results. He even gave Penguin an extra serving of ice cream. That immediately sparked jealousy among the other patients. They mocked him, insulted him, and eventually slammed him onto a cafeteria table. But, despite the abuse, Penguin never fought back. Seeing this, Strange believed the treatment was working. Even if he left Arkham, no one would ever mistake him for Gotham's former crime king. When Penguin returned to Strange's office, all of his arrogance was gone. He looked as harmless and obedient as a lamb. Strange asked if he regretted killing people. Penguin immediately nodded. I do. I'm sorry. I was wrong. I betrayed my mother's values, and I betrayed the trust of Gotham's people. Strange couldn't help but smile. The treatment seemed highly effective, and in just a few days, Penguin would be free to leave. The thought of finally escaping that place was almost too exciting for Penguin to hide. Still, Strange wanted one final test before signing off. He tied up the same patient who had beaten Penguin and deliberately left a knife nearby. But instead of taking revenge, Penguin cut the ropes and set the man free. That was enough to convince Strange that Penguin had truly changed. A few days later, Strange officially declared him cured and handed him a certificate of recovery. With the paperwork in hand, Penguin practically skipped out the door. After he left, Strange's assistant questioned whether releasing him was really a good idea. But Strange wasn't concerned. To him, this was only an experiment, and he had much bigger plans in motion. Under Strange's watchful gaze, Penguin finally walked out of Arkham. But had Penguin truly changed? Or was this all part of a much bigger act?
