KOSMOS 2612 and the Starlink slowdown theory

the space standoff is over for now, but the question is whether the Starlink slowdown and the "no early warning" thing connect back to Russia telling the Pentagon: "We will start taking down satellites if you don't stop satellite-based support for Ukraine." KOSMOS 2612 was basically the gun to their chest in that call. what changed: the Russian military satellite pulled back from the ICEYE spy satellite Ukraine uses, widening the gap between them. would love to know what got said behind closed doors to get there.
