Two men in hard hats and high-visibility vests are standing outdoors, looking towards a construction site. A yellow bulldozer is visible in the background, pushing dirt. The man in the foreground on the right wears a vest with "US Army Corps of Engineers Emergency Operations" printed on the back. The man on the left has a camouflage sleeve visible under his vest. A speed limit sign is mounted on a pole behind the men.
