It wasn't just an early concept either; the project had already reached advanced stages with a completed story and concept, existing storyboards, started 3D modeling, and begun actor scanning. Kojima expressed shock at the decision because he believes PHYSINT could be his highest-selling title, calling it "the biggest selling title I could possibly create". He subsequently secured Xbox as a new publisher for the project based on an existing relationship formed through OD. The entire Kojima Productions team learned about the publisher switch one day prior to the public announcement. Kojima confirmed there is no feud with PlayStation and their relationship remains strong. His concern now centers on rising AAA development costs which may make publishers less willing to fund original ideas. PHYSINT will now be developed exclusively with Xbox. #HideoKojima
